A tag has been placed on C++ Styles Guide, requesting that it be speedily deleted from Wikipedia. This has been done under the criteria for speedy deletion, because it is a very short article providing little or no context to the reader. Please see Wikipedia:Stub for our minimum information standards for short articles. Also please note that articles must be on notable subjects and should provide references to reliable sources that verify their content.

Please do not remove the speedy deletion tag yourself. If you plan to expand the article, you can request that administrators wait a while for you to add contextual material. Yeah, I was around (monitoring the new page list for spam, vandalism, vanity articles and other nonsense) when it was created--normally I tag such empty articles for speedy deletion on sight, but I left it alone for most of the day. Still, not being psychic, we have to base such assessments on what's there, not what's going to be there, and I hope you understand this.
There are two ways around this: 1) work on the article offline, or 2) create a subpage of your userpage that you can use as a private workspace, then move the article to the main article space when you are done. (You can always request deletion of the subpage after you're finished, if you like, by adding a {{db-author}} tag when you're done--an administrator will get to it shortly)
The article has been deleted. Deleted articles can be restored with all content intact, but since there wasn't really anything there to restore, it's not really worth the effort. But there's nothing prohibiting you from creating the article again provided the content is improved.
All that having been said said, there's another concern, also expressed by the administrator who actually deleted the article. Wikipedia is an encyclopedia, and as such it probably isn't the place for a "how-to" guide like what you're intending. A comprehensive standard encyclopedia would conceivably have an article containing facts about C++, for instance, but you can hardly expect it to tell you how to program in C++, and such is also the case here.
