Zemer (Hebrew: זמר‎; Arabic: زيمر‎) is an Arab local council in the Center District of Israel. It is located in the Arab Triangle area, between Baqa-Jatt and Bat Hefer on Road 574. Zemer is the result of a merger of four villages - Yama, Bir as-Sika, Ibtan and Marja - in 1988.

Zemer's popultion at the end of 2006 was 5,200,[1] and its jurisdiction is 8,203 dunams.[2]
