This is from the Most-wanted Iraqi playing cards created by the United States Defense Intelligence Agency. Since they were created by the United States Government, they are most likely in the public domain. However, there is some discussion on the issue here: [[2]]
If indeed it is determined that it is not in the public domain, then there is no doubt that it would qualify for fair use.
I'm tagging it as work of US Government agency, thus public domain, until this issue can be determined, if it ever can be. Fanra 18:50, 30 April 2007 (UTC)
